How to quote?

It's in a VERY weird location, this is a legitimate question about forum design.

Every other forum either has a quotation mark in the composition toolbar, or a "quote" option at the bottom of the original post.

I should point out that it seems to be broken in the iOS safari browser. There is no quote button.

Yeah, that's what confused me. I've been on many different forums, and most of them do have the quotation marks there.
