Just keep plugging away at the 35K or 40K packs, you'll eventually get him. Many millions of coins it takes to get these guys. You may strike lucky and get offered one by rux or the red community chest someday.
Well...i will eventually have all that I can get in that stickerpack...so shouldnt he be popping up by then? Or will the pack be filled with just pots and plants?
It seems like consumables do sometimes keep popping in even though you have lots of stickers left to get. I've got only around a half full sticker book, but I got the characters eventually. It just takes patience and tons on coins. I think it can smell your despair. I felt like I had better luck with the 40K packs than the 35, but that could just be luck of the draw.
