For me 7.5K packs are better than 35K packs.
How does this help get legendary items? If you buy the 7.5 k packs you will be forced to buy the 35k packs to get the super rare and legendary items.
Let me share my experience:
Unlike most players who started hunting for legendaries in the beginning, I focused on filling my stickerbook. Since my progress in the game is based on mastering every variant and filling the sticker book, I decided that unlocking legendaries should not be my primary focus or concern. It wouldn't matter if I unlocked them now or later because I still have to master all the sunflowers and all-stars.
So for 2 1/2 months I purchased the 7500 packs knowing full well I would never get a legendary piece or item. Every now and then I got a character pack for the kicks, but since I had the UniChomper and was having fun with it, I didn't see the need to bother unlocking other characters right away. Even when the devs increased the "chance" through 35k packs, I still stuck to the 7500 pack. I did the math and is more cost effective in filling the sticker book than the other packs. Once I my sticker book got up to 5000+ items, I started going towards the higher tier packs. That was about three weeks ago.
Today I am only missing one piece of the computer scientist. Recently, I unlocked Toxic Brainz and Disco Chomper within the same week. Like many of you, I've been playing since day one. This is just my experience with unlocking legendaries. You can use it to make your own opinion about the current system on if it is good, bad or fine the way it is. I am rank 1900+ and if anyone cares, I unlocked all my legendaries so far from the Wondrous Pack.
