I am under the impression you unlock a variant at level 10 for each class and I did not unlock one for the pea shooter when I reached that level is that incorrect?

After each level up from character levels 4-10 you'll get character packs. In these character packs are character stickers that you'll unlock from only progression and you'll only have all the pieces at level 10.
