No you need Windows running on traditional x86 architecture, not ARM.
It needs to have an Intel or AMD processor that runs standard Windows.
I dislike how they call that an All-in-One PC... I can see that being really bad for people.
I love Android.. but it is what it is... just like iOS and other mobile OSes, it's built for consumption not work, if that makes sense.
Sorry I'm sure that all seems very confusing... I can't really think how to explain it any clearer though.
Needs Windows 7 or 8 64bit (x86-64). Windows RT, iOS, Android, Ubuntu, anything else the answer is no.
