mastered characters on GW2 don't have all upgrades

my two favorite characters in the game, sky trooper and tank commander are missing an upgrade despite being max rank. Is there a way to reset a character or something? The game is pretty much unplayable for me and has been for the past 8 months (when this problem started). I made a post on reddit that left me with no answers, and I think I made one here on EA forums, but didn't find a solution. Please if anyone knows how to fix this let me know and let me be able to get more than 2 kills per game.
