What precisely happens for you?

The game constantly stuters and is unplayable 

Where do you see this issue? If it only occurs in certain modes or regions, please list them.

Mostly in game (turf takeover) but also sometimes in the hub

If you monitor your PC performance, what do you see for CPU and GPU usage?

Extremly high CPU usage

I changed video settings, re installed the game and it still continues with the problem
