My performance is really bad, it stutters a lot

Where do you see this issue? If it only occurs in certain modes or regions, please list them.
It stutters in PvP, also in Hub a bit.

If you monitor your PC performance, what do you see for CPU and GPU usage?
GPU usage: ~50% CPU usage: ~30%
