You could try:
To disable other peoples' chatter:
- Right click speaker icon in system tray.
- Select Playback Devices.
- Select a Playback Device other than what you use for sound output.
- Right click it and select Set as Default Communications Device.
- Hit OK.
- Left click on the speaker icon in the system tray.
- Click the icon below the slider on the device you chose to mute it.
Although this only really works if you have multiple play back devices to set others as default.
I have just started playing this today and the MUTE all option is driving me nuts. Everytime I enter the game, I have to hit tab/select and mute all. If someone joins the game halfway through, they are not muted. It only mutes the players that are active at the time. I just want all microphone audio to be off. Always. I don't want to have to mute at the beginning and end of everygame and sometimes halfway through. I was hoping that there would be a setting in the audio section of settings to just turn all of that type of audio off. I hate playing games in silence, so I'd rather not have to turn off my speakers entirely, but this lapse in perma-mute ability is driving me off the walls....

Aye. I thought we were at a time that this should be a basic option in every game but it seems like it is only in almost everygame. The almost is only because that game and I think I remember another game from the early 2000 that at the same annoying voice chat only and mandatory. I really hope they fix this soon. So far when I have customer asking me about the game I have to let them know. So far there is a bunch of people I've seen waiting this to be fix to buy the game =/.
