I asked around, the way it works on PS4 is the pre-order content is allotted to one account only, which I suppose defaults it to the main account.
I guess I just have a different expectation coming from FIFA. In the deluxe version of FIFA, you are given 3k FIFA points to start out (similar to GW2 deluxe giving you 200k coins). I never expected that copy of the game to grant me 3k points on every account I used, and it sure didn't.
I am sure that's just how the deluxe bonuses were coded in this case.
I mean I understand your frustration, but all the deluxe version is from Playstation Store standpoint is a bundle that contains the standard full game (durable) and the deluxe bonuses (consumables) so things are working as intended from that point of view.
Seems like the only thing you can do now is either to explain your situation to the support staff to see if they can do anything to grant you the bonuses on your primary account, or seek to refund the game from your second account and repurchase it on your primary account.
Most likely those extra stuff/bonus are coded as durables rather than consumables.
