BUFF -
Flower - It's a Fragile, underpowered, underhealing, unsupporting class that even the variants ( Alien Flower ) Don't do enough damage to justify the "rareness"
Rose - A "little" more damage or like most suggest, more HP to sustain a fight longer.
Chomper - Drop the digest cooldown, Or give an armor boost during digest. Or at least MOVE while digesting.... anything besides... SIT and Shoot me while I slowly savor the taste of your team-mate.

Cactus - Its a shame Tallnuts are so built into the game... It's not about a buff or nerf... It's a game mechanic that just doesn't compare with what other classes can do.
NERF-
SuperBrainz - Yeah- We all know
Imps - High damage, High Risk!! Lower the HP. You can barely target the thing. Compared to the Billboard head of a 100HP Sunflower that's YELLOW!
Scientist - Maybe "Slightly" less point blank damage or YES, the 1 warp. Warp IN or OUT... But both is a little on the sneaky, cheesy side for the character that can blast you in 2-3 shots and be gone a second later and healing himself. Compared to the sunflower?.... ummm RIGHT...
BUFF Corn? Srsly ? it's probably one of the best stable plant characters out there at the moment.

Considering how bad the rose's were i dont believe electric brains needs that he's the crowd controll hero hes doing hits of 3 on single targets.

Nerf: Zombies. They win multiplayer matches way more than half the time.
- Superbrainz: turbo twister is ridiculously overpowered; they shouldn't be able to do all of damage AND have all of that armor at the same time
- Scientists: it's unbalanced that Zombies have healers with 1: warp in/warp-out and 2: a very powerful close range attack while Sunflower has no comparable offensive ability, particularly since GW2 maps don't have as much opportunity for long range attacks
- Imps: Between gravity grenade and their increased health they're super, super annoying
Buff: Plants, to parity with Zombies in multiplayer
- Rose: got hit too hard with the nerf stick and now isn't very useful at all
- Cactus: less effective than in GW1
- Chomper: way less effective than in GW1

Buff: Electro pea, either bigger blast radius or flat extra damage or both, Rose maybe just a health boost, Foot soldier, fix the rocket jump speed.
Nerf: Pylon imps damage or firerate lowered (I main imp and by far he's the strongest, right after drake and standard) and make it so mechs can't capture points or have the gnome bomb, Scientists' healing stations should work differently, healing rate is decreased in combat, and for a few seconds after combat, and for Marine biologist itself and chemist, make the range shorter but tighter (less collateral damage, due to very high single damage), and finally Electro brainz, nerf to attack speed and maybe a small nerf to the amount of electricity arc damage (mostly because of the high firerate as is.

Buffs:
Ice Rose: Remove the movespeed and jumping limit while charging (his job is more hard now)
Freeze a little bit fasterIncreased Projectile speed (now doesnt have homing anymore at any range and lead manually is too difficult with a so low projectile speed)
I could even afford some nerf on damage in order to balance them, but the charged attack now is too risky and no reward at all.Electro Pea: Increase projectile speed
Alien Sunflower: increase his damage outputNerfs:
S.Brainz: Turbotwist should make him more vulnerable and Electro Brainz should seriously get nerfed moreScientists: Should have a cooldown between each teleport like 5-7 seconds in order to make them less safe assassins
Imps: health should nerfed to 60

So instead of parroting some of the points others have made I'll throw in suggestions on how things can be buffed/nerfed
Chomper -- Lower CD on Goop and his cannon; higher HP OR Speed OR bite damage; no speed reduction on burrow bite OR shorter chewing. Seriously the chomper is the only class with no decent range. Throw him a bone and let him be OP if all this is too much. No one should want to get even remotely close to a Chomper. Being near him should give Zombies nightmares.
Sun flower -- Needs new and better offensive abilities. Sunbeam should have damage mitigation OR a buff. Hell any plant rooted should get a damage mitigation if Engineer and Deadbeard gets it. Healing should be on par with scientist who has 2 abilities for heals AND high damage. Come on!
Cactus -- after seeing DeadBeard.. yea give her something. Maybe an ability to throw grenades? How about some better damn walls that block splash damage? A better drone?
Rose -- Give her warps and HP buff. That'll fix her right up!
Corn -- Needs more speed or HP because he's very close to All-Star ability wise. Everything else is fine
Citron -- Where do I begin? Stronger shield, how about one that doesn't let splash damage through. How about one that can let him survive a direct ZPG like the trailer shows? How about a stronger beam that is better than SuperBrainz cause all he has is beam. Superbrainz has melee for up close. Let his Roll attack do 100 damage and yes it'll kill an imp. Any Imp hit with that ability that has a 1.5 sec tell (charging roll) should die anyway. Give E.M Peach a longer stun. 5 secs? Just longer than the Engineer's stun would be good.
So.. nerf.. zombie side... gets it all.
Scientists shouldn't be a death machine. Though to fix this you'll have to fix the Plant's crit hit box which is their massively sized heads.
Nearly all plants have one and because of it they should generally have higher hp or smaller crit boxes. What Scientist and DeadBeard prove is that there is a massive crit hitbox issue with the game. As with any shooter, head shots do extra damage but many of the plants have their heads as their center of mass (Sunflower, peashooter, citron, and chomper). Why is that an issue? Because when you aim at a far enough target you aim for center of mass incase you hit. All of Zombie's center of mass is at the tops of their bodies. DeadBeard actually gets an advantage in this because he's thin and tall so you have to aim higher. The imp gets a disadvantage but is more like the plants in that regard.
SuperBrainz needs a nerf but where is the tricky part. Beyond Electro Brainz's damage nerf. His twister needs a tweak. Maybe not to pull plants in? He can can already run down half of the plants with that. Charge in and twist is too easy. ]
Honestly I think the only zombie who is under performing right now is the foot soldier because he's a harder class to master than the others.
Now beyond all of this? Sure plants are more CC oriented but that CC needs to be stronger. Their need alternative abilities that let them take offense than play defense. Too many of the plants abilities are defensive.
Good write up, but like the rest of us here you'll probably just get ignored for the most part.
Soldier is one of the OP ones, his ZPG can one shot any plant, has one of the fastest firing range weapons by any class and can get to places almost every other zombie can't.
Soldier also has the best gestures... ^^
To balance the ZPG, Shuck Shot should be able to one shot every zombie including a Mech, it should do 500 damage and hit through Drakes Shield.

Nerf: Electro Brainz, Chemist, Zoologist. I agree with most of this except citron and corn do not need buffing, you ever tried to defend a point in turf takeover when a good team of corn/citron's come at you with a few peas etc in back ground splash damaging and chilli bombing the point? not easy to defend. electro brains needs nerf and as for spin attack not so bad if chomps had a buff to help deal with them..like defence up when chewing so they take a lot less damage for that short period. love playing chomp and super brains is easy to deal with between goop, spike weed and going under ground his spin attack is nothing but warming up chomp's dinner lol and if your team has no chomps to fend off super brainz then yea he is a pain.

I agree Soldier is pretty OP but as plants you kinda get use to his deadly nature. However the one with the cannon and the sniper one.. grr.. I hate them so much... lmao
Don't change them cause they are fine but I still hate them...!
