This is a bug and has been one apparently for a while which is sad.

However, there is a fix but it's by using a mod. I don't play modded, but I just discovered such a mod which fixes this issue the other day ("PvZ GW2 sound mod")

Additionally upon further inspecting the comment on nexus for the mod, only the host needs to use it seemingly. If the host uses it, you should be able to hear music that is broken at least for ops.
