There's a lot of confusion happening here.
I think @kshaeta is referring to someone they spoke to within EA rather than someone who has messaged them on XBOX Live chat.
Which Gamertag are you trying to connect to the game with?
The game is online for the most part, you will need an internet connection and an XBOX Live Gold subscription for the most part. If the account is underage then it's correct that they won't be able to play on that account. That's a legal requirement under COPPA.

@EA_Andy Sorry to drag you back in, but I'm still not clear on this age thing. Are you saying that the child cannot play on their -parent's- account, or that they cannot play at all? I was under the assumption that the OP had made a "child account," or whatever xbox calls it, for their child.
It would appear that the OP has done a runner, but I feel that I would very much like to fully understand the rules here. I assume COPPA stands for "child online protection" something or other.

@pandareno1999 - If the account is under age (usually 13) then it won't be allowed to access online multiplayer.

Sorry for the confusion, I swear I posted something that stated I solved this, but I don't see it.
First, Rashad was an EA chat person whom I asked for advice from using the EA Online help system, not from within the game. If he was paid, he should not have been, because he was rude, and didn't offer any solution to my problem, and he cut the chat short.
Second, I did find a solution, which I thought I posted, but I do not see it.
Here is my situation. I have an Xbox One.
My son has an Xbox One account, that is linked to my account, providing him with permission as his parent.
I have an EA account.
When I would log onto the XB1 with my sons XB1 Live account, the game PVZGW2 would present a window saying that he needed parental permission to play.
It would ask for his parents email at this point, but would not let him play. It kept says you are not allowed to play. No other explanation.It turned out he needed an EA account to play the game. But because he's underage, he cannot sign up for one. He needed to have some sort of parent>child linked account.
The only way I could find to create an EA account for my son where my EA account would grant him permission to play, was by downloading the Origin client from EA and installing it on my PC. Which seems kinda screwed up, you know? I have to download something to my PC in order for my son to play on my XB1?
Anyway, once I installed the client on my PC, I was then able to create an account for my son on my PC, at his current age (which is less than the magical 13 years).
Once this account was created, I was finally able to use it on the XB1 to let him log on using his Xbox Live account.
There are no settings that can be enabled/disabled/changed. EA AUTOMATICALLY disables all chat features & features it considers to be dangerous to children.
So, once this is done, your child can play this game, ONLINE.
It was a massive pain in the bum setting this up.
EA could have made it so much simpler, by providing some instructions. Somewhere.

COPPA is the acronym for the Children's Online privacy Protection Act of 1998.
The United States Congress passed it in order to enable regulations to protect children under the age of 13 n regards to their online privacy in the dynamic environment of the Internet where the Service being used by the child collects some sort of personally identifiable information and it covers "Services" very broadly, including online games like GW2 where children might volunteer personal information in some way.
The easiest way to comply with COPPA, unfortunately, is to deny access to the service by anyone under the age of 13 as implementing the workarounds in order to be compliant is complicated and probably not worth the development time for most Services.
