Quest board doesn't reset if game is running

I have the opposite issue where the quest bored doesn't reset if the game is off. This is my second time with no quests because I was doing something else instead of being logged in waiting for the quest timer to go through. Major inconsistency so hopefully they can pinpoint this issue.

The timer is only 24 hour so it is rather confusing but this is of course a bug.

Also, to add some feedback to this post, 48 hours is a really long time for quests to reset. I have enjoyed my time with the game so far but don't really have an incentive to come back every day. I generally like to jump on and play till I run out of stars as enchanted gardens/graves are great for a boost in income but once I run out I tend to lose interest. This comes from a casual mainly solo player who will probably start grouping up with people once voice chat actually works.
