He'd have to have a higher cost or lower stats.  The ability to stun 3 zombies completely for the next attack phase is extremely strong.  Given the snap dragons low hp and high attack though, it would have to be powerful zombies to matter and it would be very easy to remove with tricks.  It would be stronger if it had its stats reversed to be 1/3 with freezing and splash bt would still have to cost more.
