Hi @ghodagiha, let me start by saying I am a Xbox (Console) player, but Xbox Live and PS Plus work near identically.

Have you bought and played the game yet? I am assuming here that you have not. You will need PS Plus to access online Multiplayer modes. When you launch your game for the first time, I believe you need PS Plus because your Giddy Park (hub) will be set to Public, meaning that other players will be in the Giddy Park and, for this reason, you will need PS Plus. However, once you get into game, you actually have the option to change your Giddy Park to Private. There is a globe near the the launch pads. Then, if you change your Park to Private, you should not need to use another PS Plus if you keep it this way.

You cannot do online Multiplayer without PS Plus, but you should be able to do free-roam regions and Private Play without (although, as the others have stated, currently there is a glitch where you cannot do Private Play without PS Plus. That should change in a couple of days).
