Can you try installing the latest VC++ redistributables to see if that solves the issue? You can find those here, install the 64bit version:

It's also possible that at some point the Windows Media Pack was either uninstalled or otherwise damaged on your PC. I recommend trying to reinstall that too, to see if that solves the issue. It's helped players with this error before:

I'm having the same issue and I downloaded both of the links above but I'm still having the issue how do I

Did you try the solutions in the video I posted as well?
I tried all of the ideas in the video posted but I have Windows 10 home rather than Windows 10N. I cannot seem to find a media pack for that version and none of the other ideas have helped me successfully be able to launch and play PVZ GW2. I've already reinstalled the game but it is asking me to do so again. KB 3145500 didn't seem to show me options although that was mentioned as a spot to check for media packs that were for windows versions other than 10N.
Really appreciate any ideas.
