@BiriBireethe Town Hall would re-open on 2nd June Tuesday 2020, and would stay opened for the next two weeks, so for now you have to wait till Tuesday

@BiriBiree You mean with the Seagull in Town Hall? The town hall opens once a month for 2 weeks at a time, so it's due to open on June 2, as @AceB011 mentioned. When that happens you may freely trade with the Seagull for 2 weeks.
You can glitch into there with a all star. Look up a video on YouTube on how to do it.
