from premium packs. you can actually clock on the little exclamation mark next to packs in the shop and see the drop tables.

well once you play the storyline/ladder for a little you will get a quest "win 20 games as plants" and "win 20 games a zombie" and the completion will give you to choose 1 out of 2 or 3 zombies, i don't remember. maybe even you get a 10 wins first for one hero and then 20 for the second. for the rest it is packs ☹️
