I can't guarantee, but based on the empty shelf I think that the Gnome you're missing is from the Turf Takeover Moon Base Z map.

There are several hidden along the map between the capture points and are easy to miss. The one I had trouble getting was the one in the side cave down in the pit under the big drill.
