You're right, the mouse sensitivity is tied to the frame rate.  I had to lower the frame rate to 60 to make the game playable.

I also refunded this game.  I have no interest in playing it any longer.  Out of the 9 hours played, I think I had fun for under 30 minutes.  Not a good sign.
