On Normal mode maybe, however I would doubt that a full team of Torchwood would be able to finish Hard or Crazy mode very easily due to the lack of healing characters.

im sure theirs been 1 or 2 teams that has beaten hard with 4 torchwoods
I don't doubt that it can be done, but I've been the Torchwood on Normal and having a Sunflower for direct backup so I didn't have to sweat about the fire damage helped immensely so my personal preference would be for three Torchwood and one Vampire Flower but I'm not saying that it'd be impossible with 4 Torchwood; I just know that you'll take elevated damage on Hard and Crazy and the Fire damage becomes more of a factor so I wouldn't expect it to be an easy run.

i beat it with 2 torches n a vampire and me just vanquishing the zombies they only died like twice the entire game having 600hp n a pocket kinda beats the "challenge" in any game
- Ultimately I was part of a team which ran the entire gauntlet of difficulty levels using two Vampire Flowers and either a pair of Torchwood or a Torchwood and Electro Pea.
That team build definitely makes short work of Normal mode but the Flowers were a definite keystone for Hard and Crazy so I have to stand by my opinion that a team of four Torchwood alone might not have such an easy time if they're relying mainly on stationary Heal Flowers alone. But having said that it might be fun to try it with four Torchwood and see how far we can get on Crazy.
