Sorry about that. I kept looking back and forth on my two heroes. I have 2 three-headed chomper. I think I can only see one per hero. So I guess my question now is - can I only use 1 legendary plant per hero?

Well, there are a couple possibilities here.

You probably only have one copy of the card though.

The Three Headed Chomper is a Solar class card, and can be used by four different heroes.

The card will show up as an option for any hero that can use it. Just because you see it in more than one location doesn't actually mean you have more than one.

The other possibility is that you actually have two copies of the card, and you are witnessing a bug that sometimes doesn't show quantities correctly.

You can tell by just tapping the card. That fixes it.

Well what do you know, you're right! I only have one. I was under the impression that cards equipped by a hero cannot be used by another one. Thanks!
