We have an update to share regarding this matter: Updating PVZ Garden Warfare 2 PC with EA anticheat.
@0-BIG_BANG-0- If a hacker were to gain access to someones EA account and then do stuff like cheating or anything else that would violate the terms of service than yes it is possible for someones EA account to be banned this way.
As for what happens after, if the original owner of the account were to report this to the Terms of Service team or to an EA advisor than it is possible for the ban on the EA account would be overturned.

Unfortunately it's an entirely separate issue. The exploiters don't breach access to an account, but rather target its ID with anti-cheat flags. They are therefore able to grab an ID, manipulate anti-cheat flagging on it, which leads to them able to ban accounts.
