Nightcap is in wierd spot. I am genuinely beginning to think Popcap is confused on Nightcap's design. They have an idea, they just don't seem to know how to execute it. And with no damage Fall-off and movement still being a problem, I could see why balancing her can get confusing.
Imo, her damage isnt good. Attack plants like Corn and Peashooter are better because they have more options for dealing damage and have more Health. All Nightcap has is her mobility and Primary, which probably has around the same DPS as Corn or Peashooter.
They can't make her too mobile, hence why Parkour got nerfed. At the same time, she relies on her mobility and Primary to get things done.
They need to make walking speeds and strafing the focus of the movement, not this horrible bunny hopping.
Nightcap should just be able to walk faster. In fact, the difference between her walking speed and higher HP classes is barely noticeable.
Parkour getting nerfed is good, but I dont think Shadow Sling needed a nerf.
