If your Notebook has a dedicated video card other than the Intel(R) HD Graphics Family, you should be able to run it. If not, your video chip is not powerful enough.

My graphics card is outdated, but is my processor? Your advisor said that the only thing i needed was a new graphics card, but i have an Intel(R) Core(TM) i3-2330M CPU @ 2.20GHz processor. Does this meet the game's requirements? Or do i need a new processor as well?

Only a desktop PC allows an upgrade to its graphics without spending more money than the entire machine is worth, sorry (If I am misremembering about it being a laptop, pardon my age-affected recollections). .
Really? I have a laptop, so i can't upgrade in the first place?
