He is totally balanced and my favourite Engineer, but what makes him even more balanced is he can even disable your abilities during immunity after a respawn. 

Your only way way to beat him is with primary weapon at range, or close if he's on you.

I'm sure if you're the one playing as him it feels completely fair, because you know you have the advantage. But that certainly doesn't mean that it is fair.
