I can no longer collect customization items for plants. I just get reinforcements in every pack. Also, why does this games save data not upload to my PS+ save storage? It doesn't do this for any oth...

If you already have all the character customizations you will only receive consumables in the sticker packs. If you haven't got all character customizations, try different packs e.g. Legends of the Lawn and Bling introduced seperate customizations that you will not receive in any other pack.
As for your other queries, I do not know so will leave that for another person to answer.
