I haven't gotten a character sticker in a very long time. Any chance this is a glitch?
That would depend on the packs you're buying versus the characters that you still need.
If the Spectacular Character pack is not available for purchase, then you will not get any more character peices from any of the packs you buy. If this is the case, the remaining characters that you need to unlock would be from getting each character to level 10.
