Disregarding your circumstances, it is by design that players who started from the beginning have access to certain things that new players won't. It is no accident the UniChomper has levels or that players who start in GW2 won't be able to max their rank unless they go to GW1.
You must make a case that the UniChomper effects your ability to progress in GW2. The UniChomper was a reward for specific guidelines that were not required to unlock (progress) everything in GW1. You don't need it to play GW2 and it doesn't effect your ability to play it either, therefore you are not entitled to it nor is any player new or old above maxing their rank in GW1 to earn it.
I truly sympathize with your circumstances, but please go back to GW1 and max your rank or talk with EA again.
Alright. Just putting this out there. I am max rank in GW1.
My EA account that GW2 is linked to is an old one that I do not use anymore, and not the one that my GW1 is linked to, so it does not recognize me for loyalty rewards.
In order to un-link the old account and link the proper account, I would need to consent to the erasure of all of my progress made in any EA game ever - Mass Effect, Dragon Age, Spore, Sims, possible loss of SW:tOR characters and items, and loss of all progress in GW1, across both accounts and every system I play on. There is no way around this, I have already discussed the situation extensively with EA support and accepted that there is no real solution, as I am unwilling to sacrifice everything in so many games.
In order to get loyalty rewards, I would need to buy another copy of GW1 on the account my Xbox One is linked to, and level up all over again. I have so little disposable income that spending even $20 on a game I already own is not a possibility right now. Maybe I will be able to do it in the future, hopefully before the time limit runs out, but it is neither here nor there.
And again I fully understand that this is a unique circumstance that is probably only being experienced by me and is probably not even relevant to the discussion at this point, so this is the last time I'll explain it.
Just please stop telling me to go do something I have already explained will not get me the Unicorn Chomper in the first place, and on top of that is something I have already done. Thank you.

In situations like these, EA/PopCap should manually amend your account and give it to you with proof you have levelled it on the account?
Im with @IronCatFish47 and @MoonLiteWolf on this one though and I couldn't care less if it gave me extra ranks or not. I didn't spend a month grinding out levels on GW1 just so I could max my rank in GW2, I did it solely for the unique and beautiful Unicorn Chomper which means so much to me than it ever would to someone who doesn't earn it the same way (totally not aimed at you here).
I guess in your situation, you just have to way up whether or not you want it bad enough and whether you'll play them other games again or not. You're not the only player with account mix ups, I've heard of others who have levelled to 200+ on other accounts but have had to start again etc, it's pretty much the same thing.
Such is life, and in many other game titles I've played there are items I'll never be able to obtain due to similar situations but I don't ever mention or comment about them, I just accept the fact I'll never have them and work on what's available to me.
