It's totally random, and there's like 1,500 stickers in this game. I don't have the infinity characters yet, but managed to get one Legendary hat piece from a sticker pack. But couldn't tell you how many I opened before I got it. You just have to be patient.
And really, if you care to collect all of the stickers, what does it matter which stickers come sooner than later? And if all you want is the legendary pieces because they're rare, I wouldn't feel that way, the one I got was okay, but some of the other accessories I find to be more interesting. I would save up for the 200 stars chest, the hat you get from that is probably going to be the best piece in the game.
