Voeld Vault Bug

I've spent hours inside of the vault on Voeld. I've turned the power on, tried every possible combination of terminals, killed every remnant, and when I get to the power console at the heart of the vault, it doesn't show an "interface" or "Y" button. The waypoint for the quest is there, but the action button is not.
