It's not explained very well but when you start getting tags from your bow you'll see this stylized ring around their symbol that is divided into 3 sections. The current tags on that target will light up so they are brighter than the other sections until you have the max of three tags and then all sections will be lit up.
The can't-miss-ile attack is more effective against tagged targets.
