I'm a PS4 player myself, but from reading various threads like this over the months I get the distinct impression that the PC community for the game fell off faster and more dramatically than the console community. While the matchmaking system isn't perfect if you are consistently finding empty lobbies for certain game modes it's probably because there simply aren't many players on PC interested in playing that game mode at the time you're searching for a game.
