Card Scramble Viola's Diner Game 3-21

I have played game 3-21 in Viola's Diner many times and can't find a way to win it.  It doesn't seem to be possible to win.  Has anyone made it past this level?  I really enjoy playing the game but n...

that is the reason I'm here. I have tried and tried, I don't think it can be won. That sucks because I like the game. Anyone else have luck?
