Cookie connect level 190

Level 190 does not work properly. I have reached 1 and 2 stars several times and when the moves are all used it says "You have to reach one star". I have used both Chrome & Firefox with the same (lack of) results.

Either they fixed it or the key was to get 3 stars. I reached 3 today and it accepted it and let me progress to level 191.
