Ink isn’t refilling / Claim button isn’t appearing

Used multiple browsers, clear caches, etc. Nothing helps.

This seems to be a well known and common issue, although not affecting everyone. Does anyone have detail on any expected fix date or why it affects some and not others? Frustrating to have enjoyed the new game for just a few rounds until the ink ran out... and then days with no ability to play further (without spending cash instead of all the ads).
