Looks like there's either an issue with new side quest (Coral Secrets) or Pogo is intentionally making their games too hard to win. Maybe to generate more sales? 39 tiles broken and still no Tacklebox (2nd generator).

I'm having the same issue - Very disappointed! So many tiles broken and yet still no tackle box. It makes it impossible to complete the orders let alone the event.
I was in the last row at the bottom, with all other tiles broken, before the tacklebox showed up.
44 tiles broken so far, running out of room, still no tackle box. Stuck at 3rd order. All I can think is that EA makes the games difficult to force people to buy energy units to proceed, 'cause otherwise, why bother playing these games?
