monopoly sudoku

I cannot progress past City #7 in Monopoly Sudoku. I have bought all the houses and all the hotels and the game will not let me go to the next airport because the stars did not add up correctly.  I have filed several tickets on this matter and every time that I send one it reports back within 48 hours that the problem is fixed. It is NOT fixed. I have contacted live chat two or three times since April and they file tickets also and those get the same answer.

Needless to say I am frustrated and disappointed. I hate to see a badge come up in that game because I get no credit for the games that I play because my Monopoly money is maxed out.

Can someone please help me with this?

I also have tried the steps of restarting my browser and modem. My computer is set to discard cookies each time I leave my browser. I use Firefox most of the time but I have also tried Explorer and the same thing occurs. Also I have tried my IPad with Safari and that also does not correct the problem. This is a technical problem that I cannot solve from my end.
