Monopoly Sudoku

My Monopoly Sudoku has been stuck for almost a year and I can't seem to get anyone to pay attention to my complaint. I have bought all the houses and hotels for my current level but the number of stars did not add up correctly and I cannot progress to the next level. Anytime we have a badge in there I have to play and not get any credit for progress. I can win the badges but I would like to go forward. 3 times I have filed tickets and all three times I get a message that the problem is fixed. Well it is not fixed. Please don't come back and tell me that I need to empty cookies, and all the usual restarts etc as I bought a brand new computer that upgraded to Windows 11 and had no cookies to empty etc. but the Monopoly was still stuck.
