 I've just logged in and am seeing a chat option on my end. Are you still missing this?

It should be available in the lower-right corner of the screen when you're logged into Pogo. Here's a screenshot of the Jungle Gin HD main page showing where you'd need to click:

 

Once you click the chat bubble, it should pop open chat so you can choose between a private chat with your friends or joining a chat room for the specific game or table.
