This was not true at all!
I had a very developed city with all services satisfied - 100% happiness. Then suddenly, I had to spend all my simoleons to upgrade all my existing service buildings AND I had to add many more services buildings. This meant that I had to move/demolish some residential buildings to make room for services. Now my city is ugly. It’s like having a police precinct, a firehouse, and a clinic on EVERY city block. And a significant portion of my land is taken by other services (power, water, etc.). The gifted buildings covered most of the utility services, but that took up 2 full land expansion plats. I don’t have anything left to fix my regions. I will not be able to satisfy all the service needs before the “grace period” is over. I’ve really lost desire to play the game as it no longer brings joy. I am not a freeloader. I always purchase the premium event track and often make other purchases.
I was not included in the partial rollout. This was sudden and not what I expected based on the messages about this change. I don’t know if I want to continue playing this game. I feel like I have lost everything I worked hard to accomplish.
