always alarms for utilities even if they have enough capacity to fulfil demand

That happens to me when I build a house in a specific location, even though there is no apparent reason why that building can’t be there.  I demolish it, and all of the alerts go away.  I use that space now to build a structure to fulfill a COM challenge and then demolish it.  If you use that icon in the top left of the page, it might indicate the problem building, assuming your issue is the same as mine.
