City Expansion Assignment

Has anyone received the "Expand City" as an additional assignment in the last two weeks? I keep getting the "Increase City Storage" but the expand city has not come up... I'm desperate for it! I will increase city storage then two or three assignments later it pops up again.. I cannot believe that an algorithm can't be written to fix that issue!!.... I was hoping that since new expansions were made available this week that it  would come up; yeah, I know it's only Thursday but like I said.. I'm desperate to get 60 pieces out of storage!! EA... Please look into this if people respond that they have not seen it either, thanks! Also, programming note... Can you please consider, when we have both items and certificates for expansion, that we get the opportunity to choose one or the other... I can have both and it sucks to be forced to use the certificate when I could be freeing up 60 spots in storage!
