City Life After "Space" Update - no bridges working!

I updated the game this morning, now my city happiness has dropped to 41% and my population has plummeted. City wide I need services - prior to the update I did not. The cause? Bridges that normal...

    Update to version 1.59.2.133348 this patch puts cities back to normal

After an update was posted overnight, my game is no longer working properly. It was fine when I played it on December 8th but today (december 9th) half my population no longer has fire, police, medical, or any other services. Even when in the center of the green area for coverage. Whatever update/patch that EA posted, they need to de-bug it. I've tried closing it out, loging out then back in... nothing is overriding this bug.

    I believe that bridges aren't connecting services over water.

    Or its a proximity glitch
