City Storage - can’t add items but have capacity

I’m a rookie player, but after this weeks app update (IOS)I can no longer add items to city storage even though I have capacity. I have room for 178 items and only 131 slots taken, but when I click to add a completed manufactured item, it says I need to add to storage. Is this a bug or user error?
