Do you have access to an alternate network?
If you can switch from Wi-Fi to Wi-Fi, Wi-Fi to Mobile Data, perhaps, Wi-Fi to Mobile Hotspot, try it, if it helps, then the server needed to reroute.
If it does not, then my next suspicion would be background apps. Try disabling background apps refresh.
Another possible culprit is redundant images in the cache, may need to be offloaded and reinstalled.
If I am correct, your iPad uses M4 chipsets which are relatively newer.
You should have enough storage so working memory shouldn't be a factor, but in case have a least 2 GB available.
Finally, I should have mentioned this first but check for any updates for the OS.
