That is crazy. I have 161 residential buildings and sewage demand 157 only in my Capital City.  

Level 18 is needed to join any club.

I see only three possibilities:

• start again and to make a ton of Simoleons concentrate on producing and selling items, instead of building residentials to level up, i.e do not build any residentials untill you have sufficient reserve of Simoleons to buy all services
• buldozing a residential home occasionaly might work too
• use real money to buy Simoleons

Bro i also have Same problem ,in some accounts upgrade option for services not visible and in some accounts it is visible. For your account it is visible so service demand will increase when you upgrade residential houses. I also facing same problem
