How are Maxis Manors impacted by Services 2.0?

Is someone able to tell those of us who are not "in the know" - how are Maxis Manors and Maxis HQ impacted by the Services 2.0 update? I apologize for creating a new thread, but I am unsure if this ...

    Maxis Manor has infinite capacity now, i.e. works the same as before Services 2.0.

I'm still dreading the services 2.0 hitting my city, but it does make me breathe a little easier knowing that I won't have to deal with fixing fire / police / health in my capital. And well, if it stays as is, it makes the Maxis Manor / HQ a more worthy investment if you save up the cash.

I'm still incredibly frustrated that someone from EA couldn't have just stated that outright at the beginning.

That does make me feel better too.  My capital is all Maxis Manors
