I believe you already tried everything. I once asked the same question but then I found out it's because ONLY regular RESIDENTIAL buildings can do Epic. Specialized buildings can't. So you need to have Fully Upgraded Residential building near Beach, Transportation, Mountain, Landmark, or Education. Good luck.
@Zingy5438 yep thats the answer, fully completed residential buildings . keep building them.in every city.
